Your texts say 'delivered' but nobody replies? Carrier filtering is probably eating them. Here's how A2P 10DLC really works, and the exact checklist we use to pass every review.
Business texting in the United States runs on a system most business owners have never heard of until it breaks: A2P 10DLC. If your SMS messages are silently disappearing, your GoHighLevel or Twilio campaign got rejected, or you're about to launch texting for the first time, this guide explains how the system actually works and why our registrations have never been rejected.
What A2P 10DLC Actually Is
A2P stands for 'Application-to-Person': any text sent from software (a CRM, an automation platform, a bot) rather than a human's phone. 10DLC means '10-Digit Long Code': the standard local phone numbers businesses text from.
US carriers (AT&T, T-Mobile, Verizon) now require every business sending A2P traffic to register two things: a Brand (who you are, verified against your EIN and business records) and a Campaign (what you send, use case, sample messages, and how people opt in). Registered traffic gets reliable delivery and higher throughput. Unregistered traffic gets filtered, blocked, and fined at the carrier level.
There is no way around it. There is only doing it correctly or doing it repeatedly.
The Real Reasons Campaigns Get Rejected
Carriers don't send helpful rejection explanations, usually just a code and a vague phrase. After rescuing many rejected accounts, we can tell you where the bodies are buried. It's almost never the form itself:
- Your website doesn't back up your story. Reviewers visit it. If your privacy policy never mentions SMS data, or the site looks abandoned or mismatched with your stated business, you fail.
- Privacy policy missing the magic language: that SMS consent and phone data are never shared or sold to third parties for marketing purposes.
- Sample messages that don't match the use case. You registered 'customer care' but your samples read like cold marketing blasts.
- Missing identification and opt-out. Every sample should identify your business and include 'Reply STOP to opt out.'
- Opt-in you can't prove. If a reviewer can't see where a customer agrees to receive texts (form checkbox, keyword, verbal script), you fail.
- Brand data mismatches. Legal name, EIN and address must match official records exactly. A DBA where the legal name should be is enough to bounce you.
The Pre-Submission Checklist That Keeps Our Pass Rate at 100%
Before we submit any registration, every one of these is verified. This is the whole secret. There is no backdoor, only preparation:
- Legal business name, EIN and address pulled from official records, not memory
- Live, professional website clearly matching the registered business
- Privacy policy updated with SMS-specific data language
- Terms including program name, message frequency, 'message and data rates may apply', and opt-out instructions
- Every web form collecting phone numbers carries compliant consent disclosure
- Use-case description written specifically: what you send, to whom, triggered by what
- 3-5 sample messages that match the use case, identify the brand, and include opt-out
- Opt-in flow documented with screenshots ready for review
Already Rejected? Don't Just Resubmit
The instinct after a rejection is to tweak one word and fire it back. Resist it. Repeated rejections attract escalating scrutiny, and a pattern of failed submissions is itself a red flag on your account.
The right move is a full audit against the checklist above: find every gap, fix them all, then resubmit once with a completely consistent story across your registration, website and forms. That's the process behind every rescue we've completed, and every one has ended in approval.
Once approved, protect the asset: honor opt-outs instantly, keep lists clean, warm up sending volume gradually, and keep marketing traffic on the campaign type it was registered for. Approval gets you delivery; discipline keeps it.
